民进党籍前桃园市长郑文灿及前新竹市长林智坚的台大论文因涉及抄袭，双双被撤销学位，两人的指导教授、现任“安全局长”陈明通也因此遭受各界抨击，连绿营人士都认为他应下台负责。现在却传出陈明通深受蔡英文信任，在蔡2024年卸任前仍可稳坐现职，招致各界批评。
据华夏经纬网报道，对于陈明通不用请辞，王鸿薇日前痛批，这是蔡当局最大的笑话跟污点，任用一位践踏学术伦理、说谎的情报主管，不只可笑，也充分显现台湾地区的安全危机。
她表示，陈明通之所以换不掉，必定是深受蔡信任，却也突显蔡英文决策圈太小的事实，充分显现出台湾地区的安全危机。
据台媒报道，前民代郭正亮28日也在政论节目中指出，关于陈明通的去留就是因为蔡英文，“现在的安全议题铁三角是负责外事的李大维、负责两岸的陈明通以及负责军情的顾立雄，缺一不可，不容易找到让蔡英文信任的人，这个就是取舍”。
郭正亮表示，当然陈明通会在论文议题上丢分，但每一个人有不同的面，“就如同蔡英文前一阵子还是坚持继续用苏贞昌，导致县市长选举惨败，还不是照用，早就可以改组了，为何拖到现在？就因为每个人都有不同的面，为何持续用苏贞昌，因为她可以稳住局面”。
郭正亮最后坦言，“陈明通当然对她有伤，但他又不选，因此他会陪蔡英文一起做到2024，因为‘行政院’改组不包括安全单位，其人事换的几率并不高”。
